The WHF was established by a core team of World Bank and CEMLA staff with broad experience in payments and financial market infrastructure issues.

The current organizational structure of the Forum encompasses a permanent coordination group of Latin American and Caribbean central banks organized as the Working Group on Payment System Issues Latin America and the Caribbean (WGPS-LAC).

This permanent coordination group is guided by an International Advisory Council (IAC), led by the World Bank and composed of experts from BIS, Banco de España, Council of Securities Regulators of the Americas (COSRA), European Central Bank, Federal Reserve Board, the IMF, International Organization of Securities Regulators (IOSCO), Securities and Exchange Commission (SEC), among others.

CEMLA hosted the WHF and WGPS-LAC Secretariat.

The current institutional arrangements are the basis for continuing WHI activities.
